When a government or semi-government organisation in Cyprus considers outsourcing its contact center, the evaluation criteria are fundamentally different from those used by private companies. Public sector bodies must prioritise accountability, security, regulatory compliance and service continuity above all else.
1. Data Security & GDPR Compliance
Any contact center handling citizen data on behalf of a government body must operate under a robust information security management system. This means ISO/IEC 27001:2022 certification at a minimum, along with documented data processing agreements, access controls, incident response procedures and regular security audits.
GDPR compliance is non-negotiable. The contact center must be prepared to act as a data processor under Article 28 of the GDPR and provide a signed Data Processing Agreement (DPA) that clearly outlines responsibilities, sub-processor use and data retention policies.
2. Business Continuity & Disaster Recovery
Citizen-facing services cannot simply stop because of a technical failure, a power outage or a public health emergency. Government organisations should require their contact center partner to hold ISO 22301:2019 Business Continuity Management System certification — this means the provider has documented, tested and externally audited plans to maintain service during disruptions.
3. Service Quality Standards
ISO 18295-1:2017 is the international standard specifically written for customer contact centers. It sets requirements for service performance, workforce management, training, agent wellbeing and customer experience measurement. A contact center certified to this standard has been independently verified to meet the highest expectations for contact center operations.
4. Onshore Delivery
For government organisations, onshore delivery is typically a hard requirement. The provider must be physically located in Cyprus, with staff employed under Cypriot law. This ensures accountability, legal jurisdiction, and prevents citizen data from leaving EU territory without appropriate safeguards.
5. Language Capability
Government contact centers in Cyprus must provide services in Greek as the primary language, with English capability also expected. For organisations serving diverse populations — such as district administrations or national agencies — additional language support may also be required.
